D6 Noise Walls: Process, Challenges, and Real-World Navigation

This presentation provides a comprehensive look into the FDOT noise wall process, from initial planning and community engagement to analysis, cost evaluation, and implementation challenges. We will walk through how noise walls are evaluated based on feasibility and reasonableness, and explain how decisions are made using both technical and policy-based criteria. Key concepts such as benefited receptors, cost per receptor thresholds, and right-of-way constraints will be covered to clarify why some communities qualify for noise walls while others do not. The second half of the session will focus on a real-world project example currently underway — a capacity improvement effort that recommends noise walls for a community that strongly supports them. However, limited right-of-way and the need for complex design variations have created a significant challenge, as the noise wall does not meet FDOT’s reasonable cost criteria. We'll explore how this situation was navigated through design adjustments, public engagement, and coordination with leadership, and close with lessons learned that may help others facing similar circumstances.
