Joseph Bracken, Esq. serves as the FDOT District Five Right of Way Manager. He is an experienced litigator with 14 years of litigation experience and 7 years focused on eminent domain litigation. Mr. Bracken is responsible for budgeting, valuing, and acquiring the necessary property interests needed to certify projects within the District Five Work Program. He is proud to lead over 100 right of way professionals in pursuit certifying property rights needed for the five-year work program, encompassing nearly 900 million dollars in projected expenditures. He oversees the Office of Right of Way program areas that include cost estimates, right of way design support, appraisal, acquisition, relocation, property management, records and support, and demolition. He specializes in providing design support in project development ensuring practical cost-saving measures are implemented and acquisitions are conducted in compliance with the law and the Federal Uniform Act. In addition, he serves as a client representative for the Department to access exposure in eminent domain and inverse condemnation settlement decisions. He holds a Bachelor of Science from the University of Florida and a Juris Doctorate from Florida State University, College of Law.
